The European Union’s Packaging & Packaging Waste Regulation (PPWR) is here! The first requirements come into force starting August 2026, setting strict limits on PFAS in food packaging.
The next set of requirements that brands need to prepare for are:
- Recyclability performance
- Minimum % of PCR material for plastic packaging
- Packaging minimization
- Changes to how EPR fees are calculated
- EU‑harmonized pictograms indicating the correct disposal route for consumers
- Reuse target for logistics packaging (e.g. pallets, pallet wraps and straps)
As the regulation evolves, the recently updated CEN guidelines for recyclability of plastics bring more clarity, as well as more questions.

In addition to his work at Amcor, Gerald is Chair of the Board and Steering Committee of CEFLEX, an initiative driving circularity of flexible packaging, involving over 180 organizations from the complete value chain. He is also a Board member of the Aluminium Stewardship Initiative and Igora, the Swiss aluminum recycling cooperative, and Vice Chair of the Board of Europen (European Organisation for Packaging and the Environment).

Delia Harabula
Director Government Relations Europe, Amcor
Delia leads the European Government Relations function at Amcor, where she focuses on engaging with EU and national stakeholders to seek common solutions that advance the circularity of packaging. Delia has a legal background, with a decade-long public affairs career where she advised on sustainability policies for the chemicals, textiles, and beverage carton industries.

Lucie Charbonnel
Director Sustainability, Flexibles EMEA, Amcor
Lucie leads the company’s circular economy and decarbonisation strategy for flexible packaging across Europe, the Middle East, and Africa. With more than 25 years experience in the plastics and packaging industry, Lucie has held senior technical, marketing, and product leadership roles. She is actively engaged with European industry platforms shaping packaging, recycling, and regulatory policy.

Director Sustainability, Rigid Packaging Solutions International, Amcor
Ellen has over 30 years of experience in the packaging industry. She has a strong background in packaging development, project management, and innovation across multiple sectors, and has built a career spanning the entire packaging value chain. An active industry contributor, Ellen supports collaboration and standard-setting initiatives, helping to advance circular economy solutions and drive sustainable packaging practices.
